This report reflects the support and ideas of many members of the research enterprise.

Linda Massaro, Chief Information Officer at the National Science Foundation (NSF), Larry Brandt, NSF Digital Government Program Manager, and John McGowan, Director, Division of Extramural Activities, National Institute of Allergies and Infectious Diseases at the National Institutes of Health (NIH), provided the vision and the resources for this investigation to take place.
