Brief Bio

Kayla Schwoerer, Ph.D., is an Assistant Professor of Public Administration at Vrije Universiteit (VU) Amsterdam and Associate Research Professor at Rockefeller College of Public Affairs and Policy at the University at Albany, State University of New York. 

She earned her Ph.D. at Rutgers University-Newark’s School of Public Affairs and Administration (SPAA) in 2022, a Master of Public Administration from Arizona State University (2016), and a B.A. in Sociology from Texas Tech University (2012). 

Dr. Schwoerer’s research focuses broadly on public and nonprofit management, with a particular focus on issues related to digital technologies and citizen-state interactions from a behavioral science perspective. Current and ongoing research projects include: investigating individual-level perceptions of the use of AI and algorithmic systems in the public sector, including impacts of algorithmic transparency and accountability mechanisms; the role of UX design principles on digital service provision; and how social media algorithms are reshaping government communication.

She is also the founder of the Governance & Digital Experience (GovDX) Lab, which focuses on how digital technologies are (re)shaping interactions between governments, nonprofits, and the public.
