Dr. Wendy Chen is an Associate Professor of public administration at Texas Tech University. She is a well-published researcher and an award-winning scholar. Dr. Chen is an author of Innovation and Entrepreneurship in the Public Sector (Oxford University Press, 2025). Her scholarship has won her the prestigious Chester A. Newland best paper award from Public Administration Review and the Excellence in Science and Technology Research Award from American Society of Public Administration (ASPA). Her research has been featured by prominent media outlets such as NPR (National Public Radio) and other top public-facing publications.
In addition to other leadership roles, Dr. Chen serves as the Chair of the Section on Science and Technology in Government of ASPA and Associate Editor of Public Administration and Development. Prior to her academic career, Dr. Chen gained valuable experience working on Capitol Hill, as well as with both nonprofit and for-profit organizations. These diverse roles enable her to employ a holistic approach to research, combining academic rigor with real-world relevance and informing policymaking with practical insights. She was humbled to receive the university Integrated Scholar Award, recognizing her outstanding efforts, contributions and capability to create synergy among research, teaching, service, and community engagement.
