Definitions and Roles

Definitions
G2G relationship: a relationship that involves communication or transactions solely among government entities; unlike G2B (government to business) or G2C (government to citizens) which indicate interaction of government with businesses or citizens respectively.

Prototype: Prototypes are used to represent, test, and revise design concepts. Their purpose is to test certain aspects or characteristics of a desired system without incurring the cost or time of actually building a full system. Prototypes include just enough functionality, data, and presentation features to build mutual understanding between designers and users and to test key elements of the design. They are not developed into a final product, but inform that later development through iterative testing, discussion, and evaluation. Prototypes can range from paper and pencil sketches to partial systems, depending on the complexity of the design to be tested.

Single sign-on: a mechanism in which users sign on once with one user name and password to obtain access to multiple information sources or applications that they would otherwise have to access separately.

Roles: functions or positions assigned to individuals based on what types of work they perform as a government employee. Roles are associated with specific user names and passwords and control which applications that particular user can access.

Roles
General User role was assigned to all Gateway Prototype users giving them access to the Home page, Resources, FAQ, Help, and the Contact Directory.

Contact Repository Application
Data Owner role was assigned to the person responsible for the accuracy of contact information about officials and professionals within a jurisdiction. Users with this role could accept or reject updates made by a Data Entry Operator or proposed changes made by General Users. They could also update the contact information themselves.

Data Entry Operator role was assigned to people who updated, added, or deleted contact information for the approval of the Data Owner.

Dog Licensing Application
Dog Licensing Agent was the role assigned to a person within a local government who was responsible for transacting any business related to registering, renewing, or transferring a dog license.

NYS Department of Agriculture and Markets staff role was assigned to people in the agency who are responsible for receiving and processing all dog license transactions and for performing administrative functions.

Parcel Transfer Verification Check Application
Assessor role was assigned to an official within a locality who had the ability to review records flagged as potentially having an error and who were able to make changes in the status of a record. An assessor was only able to see records within his or her own municipality.

County RPTS role was assigned to officers in the County Real Property Tax Office who had the ability to review the status of records flagged as potentially having an error. These individuals could review records for all municipalities with their county.

NYS ORPS role was assigned to staff within the NYS Office of Real Property Services who had the ability to review the status of records flagged as potentially having an error. These individuals could review records for the entire state.
