This application performed an automated data quality check to flag possible errors that require further investigation to either adjust or validate the record. The application involved the New York State Office of Real Property Services, county real property and tax services officials, and town and city assessors. The county forwarded property transfer records from the SalesNet System to the Gateway Prototype for checking. The application applied nine business rules to each record and flagged records that may have had an error, thus alerting assessors to review them. This application represented rule-based exception reporting.

Individuals who had access to this application were designated as either Assessor, County RPTS, or NYS ORPS staff. The Assessor role was assigned to an official within a locality who had the ability to review records flagged as potentially having an error and who were able to make changes in the status of a record. An assessor was able to see records within his or her own municipality. The County RPTS role was assigned to officers in the County Real Property Tax Office who had the ability to review the status of records flagged as potentially having an error. These individuals could review records for all municipalities with their county. The NYS ORPS role was assigned to staff within the NYS Office of Real Property Services who had the ability to review the status of records flagged as potentially having an error. These individuals could review records for the entire state.
