Photo of Gateway Bridge The New York State-Local Internet Gateway Prototype was built to identify, demonstrate, and evaluate key factors associated with the design, development, and deployment of a single point of contact for G2G work among state and local governments in New York State. The Prototype , available only to state and local government officials, channeled multiple G2G business functions through a secure, single sign-on, role-based system accessible through the Internet.

State and local government officials had access to the Gateway Prototype and its applications based on assignment of Roles. Roles were determined by each individual's specific job function.

All individuals were assigned the General User Role which gave them access to the Gateway Prototype Home Page, which included a searchable Contact Directory, Resources, FAQ, and Help. Each individual was also assigned access to one or more of the following three role-restricted applications based on their specific job functions.

  • A Contact Repository Application was an electronic repository containing contact information about state and local government officials, such as title, organization, address, phone number, and job function.
  • Dog Licensing Application supported transactions that are part of the NYS dog licensing process: registering a new dog, renewing a dog license, and transferring a license to a new owner.
  • Parcel Transfer Verification Check Application supported an exception reporting process -- a data quality check on the status of parcel transfers in localities throughout New York State.
In a fully developed Gateway, all the applications associated with a user's role(s) would be displayed after sign-on. In this prototype demo, roles are noted in each scenario to show that users with different roles had access to different applications or functions within applications.

The Gateway Prototype was the product of collaboration between state and local government partners, CTG, and corporate partners CGI Information Systems and Management Consultants, Inc. and Keane, Inc. Additional software was provided by Microsoft and supplemental funding was provided by a grant from the AT&T Foundation. The project report Bridging the Enterprise: Lessons from the New York State-Local Internet Gateway Prototype details the entire design, development process.

Data in each of the Gateway Prototype scenarios shown in this demonstration have been modified in order to address privacy issues.
