Current Position
Associate Commissioner for Enterprise Initiatives and Partnership Development for the New York City Department of Information Technology and Telecommunications’ (DoITT).

DoITT operates the City’s internationally acclaimed 3-1-1 Citizen Service Center, and manages and supports the City’s main data center and data network, telephone systems, radio communications network, the City’s website, NYC.gov, NYCWIN, the wireless network, and the City's cable television network, NYC TV. In addition, DoITT administers the City’s telecommunications franchises for cable television and public pay telephones located on City streets

Background
Ellen has over twenty years of executive, managerial and financial experience in government, the private sector, and not-for-profit settings. She specializes in the management of logistically complex service delivery operations. As Associate Commissioner, Ellen is primarily responsible for defining and implementing cost-effective enterprise approaches to meet the businesses needs of City agencies. She assists in defining, communicating and driving the implementation of the City's new information technology strategic plan by providing critical guidance and vision communication documents for citywide and agency project management assistance; advising on application development, leveraging the enterprise’s purchasing power to reduce costs, and developing human services initiatives. She serves as liaison representing the City’s technology interests with federal and state governments, as well as national and international entities. These responsibilities include: serving in a back-up capacity to the First Deputy Commissioner on the NYS CIO Council and NYS State & Local Governments Association; orchestrating the City’s participation in the annual Government Technology Forum; the creation and execution of the City’s Excellence in Technology Awards Program (ETAP); the planning and coordination of high level multi-party conferences; liaison work with the Mayor’s Consular Corps Office for international visitors, and Global Partners.

No stranger to City government, during her original tenure, Ellen worked in the Department of Correction, the Mayor’s Office of Operations, and the (then) Board of Education. She staffed the City’s original Productivity Council and developed the City’s first Audit Implementation program. As head of purchasing and materials management at the Board, she fully automated those functions and inaugurated the Teacher’s Choice program (where individual teachers are enabled to place orders electronically for the supplies they need in the classroom).

Prior to returning to City service at DoITT, Ellen served as President and CEO of FEDVentures, Inc. a subsidiary corporation of the UJA-Federation of New York serving many of the not-for-profits in the NY region. And, as the Executive Director of the American Joint Distribution Committee’s US AID “Project Provide Hope” in the former Soviet Union, she directed the distribution of over 6200 tons of food to famine-ravaged regions.
Ellen was appointed by Governor Pataki to serve on the original New York State Procurement Council; as a judge for the New York State “Best of New York” awards, and holds a seat on United Way of New York’s “Tech News” Editorial Board. She earned a Master’s Degree in Urban Planning and has been recognized by Who’s Who in America, Who's Who of Emerging Leaders in America, Who's Who in the World, Who's Who of American Women, Who's Who in the East and, as a Mayor's Management Intern.
