About the Conference

Building Capability for Government Transformation: A Visioning Workshop for Government Leaders was a forum for government officials to engage with thought leaders from academia, government, and Microsoft Corporation about the role of technology in fostering public sector innovation. These thought leaders presented visionary perspectives on the role of technology in government transformation, which were then translated into actionable guidance for the workshop participants.

Director, Center for Technology in Government Theresa Pardo

At the Center, Theresa works with a variety of government, corporate, and university partners to lead applied research projects on the policy, management, and technology issues surrounding information and information technology use in the public sector.


Lorenzo Madrid
WW Director, Technology Office Strategy, Microsoft Corporation Lorenzo Madrid

Lorenzo Madrid has over 30 years of working experience in the ITC industry, many of them throughout the Latin America region. He joined Microsoft in 2003, as the Public Sector Director for Brazil and thereafter moved to the USA to become Microsoft’s Chief Technology Officer for the Latin America Region and in 2007, he was appointed as the World Wide Director for the Government Interoperability Initiative.

Workshop Objectives

  • to present visionary perspectives on the role of technology in transforming government.
  • to build an understanding of the critical elements—including policies, frameworks, and standards—that support the transformation agenda of a country.
  • to provide practical advice for government leaders to apply these concepts within their countries.

The workshop was endorsed by the Ministry of Public Administration, Government of the Republic of Trinidad and Tobago.
